Travelers who don't present an acceptable form of ID to TSA agents will now be able to pay ahead of time or at the airport — but it doesn't mean they're guaranteed to fly.

A new TSA policy taking effect February 1 requires travelers without a REAL ID or passport to pay a $45 fee through the agency’s Confirm I.D. program before they can clear airport security.
